According to many scholars, applying perfume (any cream, which contains perfume) to one’s skin or clothes, is not permitted, because it will stick to it and its fragrance will remain.
Since using anything with perfume or that contains perfume is prohibited in Ihram. So, pilgrims cannot apply scented cream in the state of Ihram. However, using such a cream is permitted in Ihram, which is fragrance-free.
