According to some scholars, a pilgrim should wear his Rida (upper garment of Ihram) over his shoulders rather than pin it. However, there is nothing wrong with it if he is working or resting, and he wants to pin it together.
According to the ruling of these scholars, pilgrims fixed Ihram with pins from the neck to the navel. So, in that case, it resembles a shirt and the Prophet Muhammad (PBUH) said concerning the muhrim that he should not wear a shirt.
